Payroll Deadline Shifted by Government to Enhance Timely Compliance with Statutory Deductions.

The government has revised the payroll processing and closure dates for all public service entities, extending the deadline from the 15th to the 18th of every month.

In a circular issued by Chief of Staff and Head of Public Service Felix Koskei, Ministries, Departments, Agencies, County Governments, State Corporations, and Constitutional Commissions have been directed to strictly observe the new schedule with immediate effect.

Koskei said the change aims to enhance efficiency in payroll management and ensure timely remittance of statutory deductions, including PAYE, NSSF, HELB, NITA, pensions, and contributions to the Social Health Authority (SHA).

“The revised schedule will facilitate timely submission of exchequer requisitions to the National Treasury by the 20th of every month and guarantee that statutory deductions remain current,” the circular states.

The Human Resource Information System (HRIS) and the Integrated Financial Management System (IFMIS) will be reconfigured to block late submissions, with Koskei warning that any payrolls submitted past the deadline will not be processed.

“All relevant officers must be informed of the directive and ensure its full and immediate implementation,” it adds.

Directors of Human Resource Management have been cautioned that they will be held personally accountable for any delays.

According to the government, the directive is meant to safeguard uninterrupted access to healthcare services, pension benefits, and other financial obligations owed to public officers.

The circular has been sent to all Principal Secretaries, Accounting Officers, State Corporations, County Governments, and other constitutional offices, and copied to Treasury Principal Secretary Chris Kiptoo and Public Service and Human Resource Capital Development PS Jane Imbunya.
