Isiolo County Assembly Cancels Public Participation on Governor Guyo’s Impeachment Following Court Order

Isiolo County Assembly Clerk, Salad Boru Guracha, has called off planned public participation forums aimed at discussing the impeachment of Governor Abdi Guyo.

The sessions, which were initially announced through a public notice dated June 14, were scheduled for June 18 across various wards in Isiolo County. However, the Clerk has since recalled the notice following conservatory orders issued by the High Court in Isiolo.

On Monday, Justice Heston Nyaga issued a temporary injunction stopping the County Assembly from proceeding with the impeachment process pending the hearing and determination of a case filed in court. The judge noted that the petitioner had established grounds warranting the court’s intervention, certifying the matter as urgent and directing the respondents to be served with court documents by the end of business on June 17.

“Notice is hereby issued that the County Assembly of Isiolo, in compliance with the above court order, has cancelled the Public Participation exercise slated for 18th June 2025 in various Wards within Isiolo County,” Clerk Guracha announced in an official statement.

Justice Nyaga’s ruling restrained the Assembly and its agents from admitting, processing, debating, or considering the impeachment motion dated June 10, 2025. The motion had been scheduled for debate on June 17 or any subsequent date.

The motion to impeach Governor Guyo was introduced by Sericho MCA Abubakar Godana and had received unanimous backing from all 18 MCAs. The accusations against the governor include gross misconduct, abuse of office, and violations of both the Constitution and relevant legislation such as Chapter Six, the Leadership and Integrity Act, and the Public Officers Ethics Act.

Specific allegations include the stalling of development projects, failure to meet county revenue targets, and bloated staffing—particularly the appointment of 36 advisors and 31 chief officers—despite Isiolo receiving the third-lowest revenue allocation nationally.

Guyo is also accused of creating uncertainty within the county administration by issuing two-year contracts to chief officers, failing to renew 20 contracts, and selectively renewing five others through questionable procedures.

The governor had taken legal action against the County Assembly and its Speaker, Mohamed Roba, seeking to halt the impeachment process. He was given seven days to respond to the allegations before the court intervened.
